French lessons, and lessons about the French

An impromptu offer from an officer manager to practice French helped reshape the Monitor bureau chief's initial notions about life in France.

Embarrassing, yes, but she wasn?t being unkind. In fact, she was offering to connect me with a colleague who wanted to practice his English. She added, ?If you need extra help, you can call me for ten minutes per day.?

I didn?t really take the offer seriously, until a few days later ? and after my story was written ? I thought, ?Why not?? I called her, somewhat hesitantly, and asked if it was a good time. It was awkward at first, but it came easily once we realized we both have toddlers the same age. And there it is: my first French friend, a woman I?ve never met, who talks to me on the phone each day, patiently listening to me prattle on and correcting my butchering of French expressions in Email messages. It might be the nicest thing anyone has done for me unsolicited in a long time.

Apart from being where the news is, in contact with the people living through it and shaping it, I believe another crucial thing that foreign correspondents can offer is the tools to dispelling stereotypes. Before I moved here, I wrote a ?farewell? letter to Mexico, about my fears that my French neighbors would be nowhere as warm as my Mexican ones. Those ideas were shaped from media coverage, movies, and even French people I know who warned me about everything from the French hating Americans to hating one another.

I?ve only been here for two months. I have a lot more to learn about the people before anecdotes become opinions. But already I can see how my initial notions can be very wrong.??And it?s not in the major events or episodes, but the daily living over time.

Take yesterday. I was sizing up the people outside of a new gym class I was about to try: "body attack." I made note that all the women around me, without exception (and I did look at them all), were wearing make-up. Not heavy make-up, but they were made up.

Like some people need coffee in the morning (I need that too) or a nap in the afternoon, I need to belong to a gym. I?d been disappointed by several lame classes previously in France. I tried to withhold judgment until I gave it more time, but inside I was thinking, ?Do the French not work out as hard as Americans or the amazing athletes in Mexico with whom I did yoga, cycling, Pilates, and lifting over the past seven years??

I didn?t have high hopes today.

And then we started warming up, and then we started jumping in the air, and doing planks and pushups, and army exercises ? and people were whooping and hollering, and breaking out in dance. There was an obvious camaraderie in the class. And the exuberance was unmatched by any Latino zumba or body combat class I attended (with perhaps the exception of an extraordinarily energetic spin class I once attended in Brazil).

I would have never expected that, judging from the reserve one sees on the streets of Paris. I would have never expected a French mother, working full-time, to talk to a stranger (a journalist, no less, asking invasive questions) every day on the phone. These surprises are sure to stack up over time, until I realize that what I came here thinking is in large part no longer even true.

Len Blavatnik gives the Russian eCommerce sector a major boost ...

-

Blavatnik, who made his original $8 billion fortune in the highly profitable yet not so glamourous ?metal processing sectors diversifying later into the oil and gas industries, has in recent years expanded his business interests into music and media acquiring Warner Music and the Parlophone record label. Now it appears that he wants to embrace e-commerce sector in his native Russia, having recently invested $I30 million in Lamoda, one of Russia?s largest online fashion retailers.

-

LEN BALVATNIK

/ By Stanley Green /

International business superstar Len Blavatnik?s decision to invest in Lamoda should be regarded as a major vote of confidence for the fast-growing e-commerce sector in Russia in general and Lamoda in particular. In recent months Blavatnik, has shown an increasing desire to invest in online retailing, having also taken a substantial interest in Germany?s Rocket Internet online retailing business.

Blavatnik?s agreement with Lamoda makes for largest injection of venture capital raised by a Russian eCommerce site in history, $30 million more than raised by Ozon, a Russia bookselling website similar to Amazon, and almost double the $75 million raised by Avito, an online classified site similar to Craigslist last year.

The people behind Lamoda welcomed the $130 million to be invested by the group headed by Blavatnik with open arms, stating that such significant capital injection will open the door for considerably more rapid expansion, especially in the fields of logistics and delivery services, with the company admitting to have been struggling to keep up with demands in the periphery of Russia itself, whilst unable to offer any form of service in the other Russian speaking countries in the former Soviet bloc

Although Blavatnik provided the bulk of the funding through his Access Industry conglomerate, other parties involved in the funding arrangement were U.S. based Summit Partners as well as Engelmann of Germany.

Significant about this particular investment is that it is Blavatnik?s first since he raised more than $7 billion in cash through selling his stake in oil group TNK-BP in March of this year.

Lamoda has previously received financial backing from Germany?s Rocket Internet, where Len Blavatnik also has a financial interest, as well as from U.S.-based merchant bankers JPMorgan Chase and AB Kinnevik, the Swedish investment group.

With the management team at Lamoda were reluctant to disclose specific figures, they were prepared to admit that annual sales on the site ran into hundreds of millions of Euros annualy, and that they had been enjoying triple-digit growth rates. However thanks to the Blavatnik group?s finance, Lamoda expect to grow both their turnover and profitability dramatically,

The increased appetite for investors to take a share of the ecommerce sector in Russia is again an indication of how rapidly it is gaining ground force with the online retail sector in the US as well as that of Western Europe, particularly in the fashion sector, estimated to be as high as ?50 billion as well as growing at the rate of between 5 to 7% annually.

Neils Tonsen, co-founder and CEO of Lamoda pointed out that relative to income levels, there is a considerable demand for fashion products in Russia, especially among women who make up close to two thirds of the company?s client base.

One of the largest challenges that Russian online retailers have had to cope with is the country?s large size and underdeveloped transport infrastructure.

Tonsen, however, was quick to point out that thanks to the injection of capital from Blavatnik, Lamoda would be handed considerable tools to help them circumvent these problems, particularly in the speeding up of the development of the recently introduced express delivery service, which offers next-day delivery to the ten major cities in Russia, through using a delivery service owned and operated by the company, instead of staking their reputation for reliability in the hands of a third party.

With the new infrastructure in place Tonsen expects to see a major spurt in growth, driven by sales from Russia?s provinces where traditional retail stores are few and far between and are liable to be expensive and limited choice, a situation that is liable to make online shopping much more attractive.

For someone sitting on a personal fortune estimated to be around $8 billion, Len Blavatnik?s investments have been prudent in the extreme as well as being strategically placed to further the interests of the communities and business sectors that he obviously cares more about.

RINA Approves New OSV Rules and Environment Notations

RINA Approves New OSV Rules and Environment Notations

International classification society RINA has launched new rules for Offshore Support Vessels, new environmental notations covering cargo handling and transhipment operations and a new guide on complete ship model calculation of passenger ships.

All these initiatives were approved at a meeting of RINA?s technical committee held in Genoa this week.

OSV Rules

The free-standing and user-friendly Offshore Support Vessels (OSV) Rules have been developed in response to requests from shipyards and operators.

Ships complying with the new rules are assigned the Service Notation Offshore Support Vessel followed by at least one of the following service features defining the specialised service:

supply for OSVs specially intended to provide facilities and assistance for the performance of offshore activities.

tug for OSVs specially equipped for towing.

salvage tug for OSVs specially equipped for towing having specific equipment for salvage.

escort tug for OSVs specially equipped for towing and having specific equipment for escorting ships or other units during navigation.

fire-fighting for OSVs specially intended and equipped for fighting fire.

oil recovery for OSVs specially equipped with fixed installations and/or mobile equipment for the removal of oil from the sea surface and its retention on board, carriage and subsequent unloading.

diving support for OSVs equipped to support diving operations, which are provided with a diving system.

cable laying for OSVs specially equipped for the carriage and/or laying, hauling and repair of submarine cables.

pipe laying for OSVs specially equipped for the carriage and/or laying, hauling and repair of submarine pipes.

In addition, in order to better describe the specific technical capabilities, equipment and arrangements, RINA has established a number of additional service features and additional class notations that may be assigned to an OSV, such as anchor handling and dynamic positioning.

?Environmental Notations

RINA has introduced new requirements for the certification and the evaluation of the environmental impact of dry cargo handling systems. These respond to demands from transhipment and bulk port operators in sensitive areas which wish to demonstrate environmental responsibility and high standards of minimising airborne pollution from cargo handling.

The following two new additional class notations may be granted:

GC CARGO HANDLING (Green and certified cargo handling systems):

to ships provided with systems for handling solid bulk cargo which may be source of sea or air pollution (e.g. those handling coal, iron ore, sulphur, etc,), designed, tested and installed according to Part F Ch 7 Sec 6 to minimize their environmental impact.

GREEN PLUS T:

to transhipment units:

- intended to operate at a fixed location

- complying with the provisions for the assignment of the GREEN PLUS notation and

- complying with the provisions for the assignment of the GC CARGO HANDLING (Green and certified cargo handling systems) notation.

Guide on Complete Ship Model Calculation of Passenger Ships

RINA has launched a guide aimed at shipyards and ship designers which details the procedures for the structural analysis of passenger vessels.

The structural arrangement of passenger ships presents significant differences with respect to other ship types, the most important being the presence of several decks contributing to the hull girder longitudinal strength.

The contribution of each deck to the longitudinal strength strictly depends on the actual arrangement and cannot be evaluated on the basis of a simplified beam analysis. The level of contribution of each of these elements is to be obtained through a finite element analysis of the whole ship.

The purpose of the Guide is to detail the procedure for the above analyses, taking into account the general arrangement of the longitudinal elements (side, decks, bulkheads) and the specific characteristic of passenger ships (windows, openings, recesses, pillaring systems).

Gun control advocates mark 6 months since shooting

WASHINGTON (AP) -- Six months after the Sandy Hook Elementary School shooting, some of the victims' families are heading to Capitol Hill to remind lawmakers they are painfully waiting for action, while some of the president's allies are asking him to do more without any new prospects of legislation to toughen gun laws.

The lobbying visit Tuesday and Wednesday is one of several observances gun control proponents are planning for the half-year anniversary of the Dec. 14 massacre of 20 first graders and six staff in Newtown, Conn. The Sandy Hook families and other activists are keeping pressure on lawmakers to expand background purchases for firearm sales, despite Senate rejection of the measure in April and no indication votes have shifted.

Nicole Hockley, who lost 6-year-old Dylan at Sandy Hook, said their family's pain has only gotten worse as time goes by without the younger of their two sons at home. She says the fight for new laws, which they've also taken to several states, has left them emotionally exhausted, but they won't give up "no matter how long it takes."

"It is very disappointing that six months have passed, and although we are making progress in individual states, we aren't making progress on the federal level when it comes to background checks when an overwhelming number of Americans support it," she said in a telephone interview.

Gun control advocates also are anticipating further action from President Barack Obama, who said he would do everything he could to stem gun violence even without Congress.

The Center for American Progress, a Washington think tank with close ties to the White House, is asking Obama to issue a dozen more executive actions they say are within his power to reduce gun crimes. The group has been pushing those measures in meetings with the White House, where point man Vice President Joe Biden declared in an email to supporters Friday, "This fight is far from over."

Obama issued 23 executive actions in the aftermath of Sandy Hook and hasn't ruled out doing more. His aides say he isn't planning to announce any new initiatives or hold a gun-related event this week but will likely acknowledge the anniversary.

Arkadi Gerney, a senior fellow at the Center for American Progress, said their recommendations build on Obama's earlier actions with more specific measures to vigorously prosecute gun crimes. The center's suggestions include a system to alert local police when felons attempt to buy guns, allowing firearms dealers to run the same background checks on their own employees as they do for customers, penalizing states that don't provide mental health data to the background check system and confiscating firearms from domestic abusers.

Gerney said one recommendation grew out of the Boston bombing case, after the suspects reportedly scratched off the serial number on a handgun used in a firefight with police to prevent tracking. He says Obama's Justice Department could require manufacturers to place a second serial number inside the barrel or another hidden location.

"What you want is a whole series of laws that makes it harder for dangerous people to get guns and holds them accountable when they do get guns," Gerney said. "Most are about enforcing the laws that already are on the books and that's something the NRA and the gun lobby has said it supports."

But the National Rifle Association, which has successfully helped block any new guns laws, says it sees no further need for executive action. "The problem we have is lack of enforcement and lack of prosecution," said NRA spokesman Andrew Arulanandam.

Mark Glaze, director of Mayors Against Illegal Guns, said there's plenty more that the president can do to stem gun violence. But he argued the most meaningful difference has to come from Congress passing a law to make the background checks that are currently required for sales in stores to apply to online and gun show purchases.

Glaze said his group is trying to pressure senators who voted against background-check legislation in April with television ads and a summer bus tour kicking off in Newtown on Friday, the six-month anniversary date, that is scheduled to travel to 25 states. Also, several groups are holding an event in front of the Capitol Thursday.

Democratic Senate aides said it was unlikely Senate Majority Leader Harry Reid, D-Nev., would force a new vote on the background-check legislation unless he had the 60 votes needed to win or, at the very least, had more votes than previously.

Sen. Richard Blumenthal, D-Conn., said Friday that he hopes another vote will come yet this year and that the families' presence will help move it up on the agenda. Asked if he and other proponents have started collecting the additional votes they need, Blumenthal said, "I can't point to a senator who has reversed positions. But certainly my conversations indicate that they're thinking long and hard."

One aide suggested that senators would be likely to announce their decisions to switch together rather than doing it one at a time.

Like their previous visits this spring, the Newtown families' lobbying trip is being organized by non-profit Sandy Hook Promise and is aimed at meeting with lawmakers who have yet to commit to supporting background checks. But this time they are trying to open a conversation on potential mental health legislation and also will meet with members of the House who have yet to vote on a gun bill.

"It might not be right now, but it will happen eventually," Hockley said. "It's not a matter of if, it's a question of when. We know Americans support this."

Other Sandy Hook parents who lost their children and plan to go on this week's lobbying trip are Mark Barden, father of Daniel; Nelba Marquez Greene and Jimmy Greene, parents of Ana; Neil Heslin, father of Jesse; Francine and David Wheeler, parents of Ben. They will be joined by relatives of two staffers who were killed ? Bill Sherlach, whose wife, Mary, was the school psychologist; and Terri and Matthew Rousseau, mother and brother of substitute teacher Lauren Rousseau.

Arizona's McCarthy on medication after seizure

PHOENIX (AP) ? Arizona's Brandon McCarthy is taking medication and says he's confident he'll be fine after he collapsed at a restaurant with a seizure related to the head injury he sustained while pitching last September.

The Diamondbacks' right-hander underwent extensive examinations at the Mayo Clinic after the incident Monday. He was having dinner with his wife at a Phoenix restaurant when he passed out.

"It's something you get through," he said. "Now we know a little bit more about it. We know kind of how we'll treated it going forward, so I guess it means it's good to get one out of the way. At least now we know what we're dealing with."

McCarthy, speaking before Arizona played San Francisco on Sunday, said he knew that after a traumatic brain injury a person can become more "seizure-prone."

"There's always a chance of happening any time you have a bruise on your brain it doesn't actually ever heal, which always kind of leaves you at least somewhat vulnerable to it," he said. "So we knew the possibility was there. We had hoped we had kind of gotten past that."

McCarthy, on the 15-day disabled list with what has become an annual problem with his shoulder, said he will be taking anti-seizure medicine for the foreseeable future. He doesn't believe the seizure will impact his return to pitching.

"It's just a new thing to deal with, I guess, but it doesn't change me as a pitcher, what I do and how I go about my business," he said. "This just might be something else I have to deal with at some point. Outside of that there's no point in really changing anything."

While pitching for Oakland last Sept. 5, McCarthy sustained what was described at the time as life-threatening injuries when he was struck in the head by a line drive off the bat of Erick Aybar of the Los Angeles Angels. He had an epidural hemorrhage, brain contusion and a skull fracture. Emergency surgery was performed that night and he was released from the hospital six days later.

McCarthy, who signed a two-year free agent contract with the Diamondbacks, was 2-4 with a 5.00 ERA in 11 starts before going on the DL on May 31. He said he expects to begin throwing off the mound in the next couple of days and that the seizure would not set back that timetable.

For a time, McCarthy said, there was a chance that the situation would be much more serious after an initial CT scan showed a spot on his brain. The spot could have indicated bleeding and would have required surgery.

"When we went to sleep that night there was a chance that we wake up in the morning and someone would confirm it and we'd have to go through that whole process again," he said.

Instead, doctors concluded it was only a normal shadow.

Manager Kirk Gibson said he didn't want to comment too much on the situation because he considered a "somewhat personal" issue.

"I don't know what to say," Gibson said. "Everything that happened to him last year, when he got hit in the head, the first thing is you have a huge fear that this going to reoccur and is he OK. They're on it. He certainly won't pitch if he's not."

McCarthy insists he's not at any added risk for a brain injury despite what's happened.

"I'm not at any more risk than anybody else," he said.
