Arrests at the Mexican border continue to drop (AP)

WASHINGTON ? Arrests of illegal immigrants along the U.S. border with Mexico are at the lowest level since the Nixon administration, indicating that fewer people are attempting to cross the border to live or work in the United States. The development could change the debate on illegal immigration from securing the border to handling the people who are already here.

It's the sixth straight year apprehensions have dropped.

"Increasingly the problem is the 11 million people (in the country illegally), rather than the border itself," said Demetrios Papademetriou, president of the Migration Policy Institute, a non-partisan research organization.

In the fiscal year that ended Sept. 30, Border Patrol arrested 327,577 people trying to cross the southern U.S. border. Meanwhile, Immigration and Customs Enforcement officials deported a record 396,906 people over the same period. That marks the first time in decades that formal removals from the U.S. outpaced arrests at the border.

The number of arrests of people trying to sneak across the border has been steadily declining since 2006, after an all-time high of more than 1.6 million apprehensions in 2000. During those 10 years, more immigrants have become settled residents of the U.S.

According to the Pew Hispanic Center, nearly two-thirds of the country's estimated 10.2 million adult illegal immigrants have been living in the United States for at least 10 years. A decade ago, fewer than half had been in the U.S. that long.

"This is all part of a larger picture that we're not seeing very many new undocumented immigrants coming in, so the share of new undocumented immigrants is smaller," said Jeffrey Passel, senior demographer at the Pew Hispanic Center. "A lot of people are staying. They've put down roots. There clearly hasn't been a large scale departure of people who have been here a while."

But politicians are still fighting over who is best equipped to secure the border.

Attempts to pass immigration reform legislation have repeatedly failed, with Republicans saying they won't support any bill that provides a path to legalization for illegal immigrants who are here and won't consider other reforms until the border is secure.

Some GOP presidential candidates, including former House Speaker Newt Gingrich, have signed a pledge to build a fence along the length of the southern border ? there is already more than 600 miles of towering steel fencing in place. Texas Gov. Rick Perry, who does not support a border fence, has proposed adding to the 1,200 National Guard troops currently stationed along the border in a support role. Perry and Gingrich have both spoken of the need for "humanity" in dealing with illegal immigrants who are already here, and were both criticized by conservative Republicans.

Homeland Security Secretary Janet Napolitano has said the border is more secure than ever before "and it is clear from every measure we currently have that this approach is working."

But the weak U.S. economy and tough new immigration laws in states such as Alabama and Arizona likely play as much of a role in the drop in illegal crossings as increased security efforts, said Doris Meissner, former head of the Immigration and Naturalization Service and a senior fellow at the Migration Policy Institute.

"There is no single thing we can point to," Meissner said. "I think it's perfectly legitimate to say that border security is working. But it is not legitimate to say they are entirely responsible. Obviously it's a combination of the economy and enforcement."

It is likely that border security will remain a divisive political issue, particularly in the 2012 presidential election, Papademetriou and others said.

"During an election year where immigration threatens to become a key issue, I suspect that Republicans would want to argue strongly that the border is out of control," Papademetriou said.

Republican strategist Danny Diaz said the debate can't shift to the question of how to handle illegal immigrants living in the U.S. until Republicans are convinced the border is secure.

"I'm sure there is some credit that's due to (enhanced security), but I don't think anyone would argue that the border is secure," Diaz said. "That's just not true. I believe if the economy was improved, those numbers would go up."

Simon Rosenberg, head of the liberal-leaning NDN advocacy group, said while the debate should shift away from the border it isn't likely to because Republican calls for securing the border have repeatedly been popular with party voters.

"They are still heavily invested in it because it worked for them," Rosenberg said. "The Republican argument at the border is more ideological than fact based."

And because it is unclear whether the lower rates of illegal immigration will continue, Democrats aren't likely to proclaim the border secure just yet, Papademetriou said.

"We still have not had a real test of how good our border controls are and the reason for that is that the U.S. economy has not really picked up to the point where people on the other side ... feel that there are great opportunities for work in the United States," Papademetriou said. "This next year will be a critical year."

New Chrome Web Store Proves To Be A Boon For Developers Above (And Below) The Fold

Chrome-StoreFor all the coverage of smartphone proliferation, Android, search, G+, and so on, we haven't heard as much about Google's fledgling web apps market. We're quietly sneaking up on the first birthday of the Chrome Web App Store. Google's browser itself has been quickly gaining ground amongst the competition, as Robin reported last week that Chrome had passed Firefox to become the second largest browser in marketshare, with 25.7 percent. Based on those numbers, both Firefox and IE (which has the top share) have been in seemingly aggressive declines, while Chrome has been growing steadily. As to Chrome's app store, the early reports showed slow growth and sales, but in September the Web Store passed 30 million aggregate users. Then came the redesign.

NEW ORLEANS (AP) ? Drew Brees makes setting records sound so simple.

"Every guy on our team knows that just get where you are supposed to be and we'll find the open guy and continue to move the ball down the field," Brees said.

The Saints' star quarterback did just that Sunday night, completing 26 of 36 passes for 342 yards and touchdowns to three different receivers in a 31-17 victory over the Detroit Lions.

The performance gave Brees 4,031 yards this season, making him the first quarterback in NFL history to eclipse the 4,000-yard mark in a season's first 12 games.

"We were able to spread the ball around and come up with some big plays," Brees said. "I hope our hopes and aspirations are bigger than setting records."

Brees' touchdown passes went for 67 yards to Robert Meachem, 20 yards to Lance Moore and 6 yards to Darren Sproles. He also connected eight times with tight end Jimmy Graham for 89 yards as the Saints (9-3) improved to 6-0 at home while taking a two-game lead over Atlanta in the NFC South.

"He's a surgeon out there and makes me look good," Graham said of Brees. "When your quarterback has confidence in you, it raises you to a new level."

During the Saints' three touchdown drives in the first half, Brees completed 12 straight passes for 216 yards.

Matthew Stafford passed for 408 yards and one touchdown for the Lions (7-5), who have lost five of their last seven, but remain in playoff contention.

The Lions hurt themselves with 11 penalties for 107 yards, including three offensive pass interference penalties and a personal foul on tight end Brandon Pettigrew for shoving an official who was trying to get between him and Saints safety Roman Harper after the whistle.

"We beat ourselves today. Our offense continued to get derailed by penalties," Lions coach Jim Schwartz said. "We cannot afford to be selfish and put the team at risk of taking points off the board and there was way too much of that today."

The mistakes made it impossible for the Lions to keep pace with the league's No. 1 offense, and Detroit missed a chance to take a one-game lead over Chicago and Atlanta in the NFC wild-card race.

"We had a great opportunity to do what we wanted to do," Stafford said. "Obviously, we did not do it tonight. Smart football teams are still playing in January. Teams that make smart decisions don't beat themselves."

Mark Ingram scored New Orleans' first touchdown on a 14-yard run. The Saints then built a 24-7 halftime lead on the touchdowns to Meachem and Moore before Detroit showed signs of mounting a comeback.

Jason Hanson's 31-yard field goal made it 24-10. The Lions pulled within one score on Maurice Morris' 9-yard touchdown reception.

Hanson lined up for 55-yarder early in the fourth quarter that could have pulled the Lions even closer, but missed it wide left. That set up the Saints' decisive seven-play, 55-yard scoring drive on which Brees found Graham four times for 46 yards before hitting Sproles for his score.

"I like the fact that we answered in the second half when the momentum shifted," Saints coach Sean Payton said.

Although the Lions were without Ndamukong Suh because of his two-game suspension, and also without injured defensive backs Chris Houston (left knee) and Louis Delmas (left knee), Schwartz said that was no excuse for several defensive lapses, particularly in the first half.

"We played poorly on defense. We never gave ourselves a chance," Schwartz said. "We didn't get the job done in coverage. We didn't get the job done rushing the passer."

Still, Detroit got more pressure on Brees than the Saints' recent opponents, sacking him twice, including rookie Nick Fairley's first career sack. Brees had not been sacked in three previous games.

Stafford completed 31 of 44 passes, but was sacked three times and intercepted by Tracy Porter.

Nate Burleson had five catches for 93 yards, while Calvin Johnson had six catches for 69 yards. Kevin Smith had a 2-yard touchdown run in the first half.

Meachem caught three passes for 119 yards, and the Saints' defense was bolstered by the return of linebacker Jonathan Vilma, who had missed three games with left knee injury that required surgery. He had a team-leading 10 tackles.

Notes: Lions T Jeff Backus set a new franchise record with his 172nd consecutive start, surpassing Hall of Fame CB Dick LeBeau. ... Schwartz said Fairley was limited by pain in his left foot, which he'd injured during training camp, but X-rays were negative. ... Brees is the second quarterback in NFL history to pass for 4,000 or more yards in six straight seasons. Peyton Manning did it from 1999-2004. ... Graham now has 1,046 yards this season, making him the first Saints tight end to have more than 1,000 yards receiving in a season.

98% The Muppets

It really is a shame that The Muppets may not attract an audience big enough to be a hit, simply because most kids today have no idea what a muppet is, and because most kids are flocking to the stupid Twilight movie that's stealing everyone's cash and IQ in the theatre down the hall. However, please please please please please go see this movie! It is as funny as any R-rated comedy you will see this year, but this one is safe for the little ones. Jason Segel co-wrote the screenplay with his Forgetting Sarah Marshall collaborator Nicholas Stoller. The two of them know full well the demographic they're appealing to - adults in their late 20s to early 50s - and they go out of their way to entertain that audience. Of course the film will make kids laugh hysterically, much like how kids will laugh at The Simpsons even if they don't fully get the joke. Adults however, will really appreciate everything this movie has to offer. There are song and dance numbers, which you can't do without in a muppet movie. These numbers are simply fantastic and the songs are catchy, funny, and crowd-pleasing, not least because they're composed by none other than Bret Mackenzie from Flight of the Conchords. Cheerfully foregoing CGI, The Muppets bring back the hand puppeteers and voice talents, so this movie feels like a throwback to the original films, but the story is aware of modern day pop-culture and incorporates all of it into the plot and the jokes. Not only that, the film is full of great cameos. Almost anyone you can think makes an appearance: Amy Adams, Dave Grohl, Leslie Feist, Ken Jeong, Rashida Jones, NPH, Zach Galifianakis, and Jim Parsons. The list goes on. I don't want to spoil anymore, but if there's one feel good comedy to see in theatres right now, it's The Muppets! Thank you Jason Segel for bringing them back!

Langley Junior Thunder lacrosse star set to play for Canada

A local junior lacrosse scoring star has been chosen to wear Canada?s colours.

Reegan Comeault, who led the Langley Jr. Thunder, survived the final round of cuts and was named to the Canadian under 19 men?s field lacrosse team.

The squad will play at the 2012 FIL (Federation of International) world championships in Turku, Finland in July.

Fifty players took part in the most recent selection camp with 24 making the roster.

The final selection camp was held Nov. 25-27 in Oshawa, Ont.

Comeault has played the past two seasons with the Jr. Thunder in the B.C. Junior Lacrosse League, scoring 70 goals and 162 points in just 41 games.

Comeault was the first overall pick in the 2009 midget draft, selected from the Ridge Meadows minor lacrosse association.

He was the league?s most valuable player last season, helping Langley reach the playoffs for the first time since 2005.

He joins the Ohio State Buckeyes in the fall on a field lacrosse scholarship and still has two years of junior eligibility remaining with Langley.

Unemployment rate falls to lowest since March 2009 (AP)

WASHINGTON ? The U.S. unemployment rate fell last month to its lowest level in more than 2 1/2 years. More people out of work either found jobs or gave up looking and were no longer counted as unemployed.

The Labor Department said Friday that the unemployment rate dropped sharply to 8.6 percent, down from 9 percent in October. The rate hasn't been that low since March 2009, during the depths of the recession.

About 13.3 million Americans remain unemployed.

Employers added 120,000 jobs last month. And the previous two months were revised up to show that 72,000 more jobs added ? the fourth straight month that the government has revised prior months higher.

Private employers added a net gain of 140,000 jobs in November. But governments shed 20,000 jobs, mostly at the local and state level. Governments at all levels have shed nearly a half-million jobs in the past year.

More than half the jobs added last month were by retailers, restaurants and bars, a sign that holiday hiring has kicked in. Professional and business services also rose. That means the economy likely added higher-paying jobs ? more engineers, accountants and high-tech workers.

The government's report is based on two surveys: One looks at employers' payrolls, and the other surveys households.

The household survey, which is used to determine the unemployment rate, showed bigger job gains than the employer survey for the fourth straight month.

Ian Shepherdson, an economist at High Frequency Economics, said that's a good sign. It suggests hiring will continue to improve.

"Something good is stirring in the U.S. economy," he said in a note to clients.

Still, more than 300,000 people stopped their job searches last month and were no longer counted as unemployed. That contributed to the drop in the unemployment rate. The rate could rise in future months if they resume looking.

And even with the recent gains, the economy isn't anywhere close to replacing the jobs lost in the recession. Employers began shedding workers in February 2008 and cut nearly 8.7 million jobs for the next 25 months. Since then, the economy has regained nearly 2.5 million of those jobs.

The presidential election is less than a year away, which means President Barack Obama will almost certainly face voters with the highest unemployment rate of any president since World War II. Still, if the rate continues to decline, Obama stands to benefit.

And Europe's financial crisis threatens to slow U.S. growth next year. A recession in Europe could reduce U.S. exports, hurt global financial markets and dampen business confidence.

Paul Ashworth, an economist at Capital Economics, estimates that the economy will expand 2.5 percent in the last three months of this year. But he expects growth to slow to 1.5 percent in 2012, partly because of the crisis in Europe. And if Congress fails to extend the Social Security tax cut and long-term unemployment benefits this month, growth is likely to slow even further.

Weak job growth means companies don't have to raise pay to keep their employees. Fewer jobs and lower pay leaves consumers with less money to spend. That's holding back economic growth.

In the past three months, the economy has added an average of 143,000 net jobs per month. That's enough to keep up with population growth and better than the previous three months, when the economy averaged just 84,000.

Other recent economic reports have been positive, too.

Factory output expanded last month. Retailers reported a strong start to holiday sales over the Thanksgiving weekend, consumer confidence surged in November to the highest level since July, and Americans' pay rose in October by the most in seven months.

Car sales also rose sharply in November, normally a lackluster month for the auto industry. Chrysler, Ford, Nissan and Hyundai all reported double-digit gains on Thursday, compared to a year ago.
